Born in Massachusetts, John James Ingalls relocated to the Kansas Territory in 1858 and began to practice law in Atchison. Ingalls was a delegate to the Wyandotte Constitutional Convention which drafted the soon to be state’s constitution. As secretary of the state senate, Ingalls designed initial draft of the state seal. After the Civil War, Ingalls was appointed to the U.S. Senate representing Kansas and serving three terms.
